May have a helpful thing, I lost intermittent wiper control but still had all the other functions. I've had this happen on other cars I've had that weren't B-Bodies so I proceded down the path of how I fixed the others.

The intermittent speed is controlled by the resistance of the stalk knob, I measured across terminal B and F of the connector under the dash under the steering column, should range from 0.24megohms to roughly 1.2 megohms. It was within range so I made sure the pink wire from the under dash terminal, while plugged in had no breaks to the pink wire on controller connector underhood. The test leads just barely reached, but the wire was good.

Removed the controller, took a pic to make note of the black cam position, and then saw about three cracked solder joints.

Resoldered all the bad joints, buttoned it up, and it all worked fine. Total time, about an hour.
