The control module next to the fan has taken a dump. You can get one from any 91-96 B body with electronically controlled HVAC. I keep a couple in stock @$60 shipped. They can be repaired if you can find the correct power transistor. There is a 30 amp fuse that controls the fan. I do not remember the number off hand.

'95 Roadmaster blower motor will not run. Control on the dash can be advanced manually, but no blower. The temperature control does regulate as normal and the mode switch works. Where do I start?

If there is no fan, there is nothing to regulate. I would look at either the fan, or the fan controller (next to the fan). You can even pull the fan, and hook a battery to it to see if it runs. Be careful, there is a lot of mass to the motor, and it will try to twist it out of your hand.
