Is the RM motor the same for 91-96?

Not sure what motor you're referring to. Engines are different, OBD 1 up to 94-5, OBD 2 95-96 from what I understand. So the PCM will only work on 96.
The air compressor, i would think would work on all years.

Correct. Three different 'computers' for the years.
91-3 - TBI engine with OBD1
94-5 - LT1 engine with OBD1 but not the same computer as the TBI engines
96 - LT1 engine with OBD2

Would you have a steering wheel with radio controls from a 95-or-so Regal? Or maybe a Park Avenue or Lesabre? I've confirmed that in some cases the Roadmaster and the Regal steering wheels interchange but I'm not sure how the radio controls are connected or if the air bag itself is the same. If you do have, post me a picture and I can see right away if it might be interchangeable. I think I'd also need the clock spring.
