bad delco fuel filter

This is a new one. I was changing the Fuel filter on the Caprice. Replacement was with an AC Delco. Can't remember where I got it, but it had the Delco and GM part number on it.

The filter clicks in, but will not seal. It leaks badly. Nothing appears to be overtly wrong with it. Put the old one back on and no leaks.

I've changed at least a dozen of these filters and have never had a bad one.
