Roadmaster limited lumbar pump

I put the limited seats in the caprice. Passenger seat works fine. However, all 3 switches for the DS lumbar support do not inflate the lumbar segments, but DO run the pump to deflate the lumbar.

All the 3 switches cause a clicking sound from the pump on "inflate" selection. My brother, who gave me the seats, said he had no issues when they were in his car. Has anyone ever had this issue? I'm hoping it's just a question of R&R in the pump. Maybe it's just seized.
