So my AC has gone from practically blasting ice to meh within a day or two.

It works much better above 35mph, but not as good as before. at low speed or idle its pretty much useless.

The condenser is clean.

I am thinking my fan clutch went out, but when I turn the engine off warm there seems to be plenty of resistance from the fan.

I would like to confirm before spending $60 on a replacement fan clutch.

Probably not the fan clutch. You would see engine overheating issues as well. To change that quickly, it points more to a refrigerant leak.
