So I've got a JVC km150bt where my stock radio used to be. It won't cast from my phone unless the parking brake is engaged. I also noticed what seems to be a light green wire spliced into what appears to be a tan wire attached to the back of the parking brake. Would that green wire be the one to (hypothetically) ground if some nefarious character wanted to bypass the JVC km150bt parking brake restriction?

Yes, that green wire is what tells the radio that the parking brake is engaged. Multiple ways to trick them, normally by grounding it as you mentioned.
