Looks like mid to late 70's. Still a bunch of bugs and Vanagons being used as dailys and the American stuff was all universally long and wide.

looks like newest car there is a 1974 amc matador coupe this could be late 73 early 74

That photo is from an EPA commissioned documentary project. The description of the parking lot photo is:

That's one of those old school controlled lots where you would stop at the parking botth, get out of the car let the attendant park the car for you. You had to let them know what time you were expecting to leave, and they parked the car in accordance to when they expect you to pick it up. Complicated peg board system in the parking booth where all the keys were kept. As you can imagine it had it's glitches but worked well enough at the time.
