charcoal canister

so when I picked up this 1995 wagon in Jacksonville it's charcoal canister was sitting pretty on the back seat.....

It don't belong there does it? any pics or diagrams as to where it goes and how to mount it? I need it mounted and functioning so the wagon can pass an emission test and to stop the fuel smell.....

They mount under the right front headlight in the bumper cover, I'll see if I can find schematics.
