Steering box not mounted correctly? Empty

Howdy all-

Just picked up a 96 RMW this weekend, and while going over it yesterday, I noticed that the car has a reman steering box on it. Looking more closely, I saw that there is a bracket above the box which looks like the box should be bolted to, but it isn't. My factory manuals haven't arrived yet, so can someone tell me if the box should have been bolted to the bracket?

Thanks!

Something else I just noticed while looking at steering boxes on RockAuto. My wagon had variable steering from the factory, and the picture of the variable box on RockAuto has a threaded stud which would the bracket exactly. Non-variable boxes don't have this stud. Could this be case here?

The OEM boxes came with the stud. It is more of a nuisance than of any value. It makes installing the box much more difficult. The bracket holds the antilock servo.
