Does anyone else have this problem? The heat shields over the rear of the exhaust pipes/mufflers on my 96 Roady have started to rattle pretty regularly. Is this a common problem?

Common problem, usually the tab where they are bolted to the breaks, probably from stress. They are easy to fix. Take them off, 2 or 3 bolts, you will probably have a couple of pieces. Bring it to a welding shop to have it brazed. I've done it several times. Also, some of the shields are bolted together, make sure they still are.
When I had an exhaust system fabbed up for me right after getting Hilda, the guy took a couple large zip ties, drilled a hole in each shield, and connected them with a bit of tension. Redneck engineering at its finest.

To be honest, other than doing the front brakes, I've never ventured deep underneath my car (and, thankfully, haven't needed to). So, are the only heat shields under the rear mufflers? That is where the sound seems to be coming from. Thanks guys.

I did the same thing when installing the rear sway bar on my 92 OCC.

I pulled the ones off that 65k salvage yard Roady that also gave me the rad support an all the other front end parts. I had one totally missing heat shield on the pass-side rear. The shields on that car 65K mile cart were like new. Car was a goldmine!
And after I was done!

You should have grabbed the antenna. Even if it does not retract, the mast is no longer available, and is worth saving.
Heat shields are notorious for breaking tabs for screws. The wagon shields are wagon specific, except for the passenger's side may be the same as the sedans.

There was actually a '95 Caprice two rows over that I grabbed the non-tow-pack radiator/fan shroud from, and it had a GOOD power antenna that I yanked too that same day, so at least I DID come home with a spare!

I have lost a heat shield, and I have another rattling that will probably be gone soon. I was in the shop at work, and noticed a plastic tank on the floor with foil faced insulation directly on the tank. Seems like a good solution since the missing heat shield (passenger side) is no longer available. I can buy some adhesive backed insulation and attach it directly to the tank.
Am I overlooking anything?
Thanks,
Tom

Not sure how weatherproof it is, but sounds reasonable enough.

Header wrap on the pipes would work.

FWIW, The insulation was not aftermarket. The shop at work services a fleet of more than 100 ambulance. I am confident the adhesive insulation was factory.

Ambulances are specially built vehicles so technically not factory, but I get what your saying.
not mine. Of course mine doesnt have a cat and has flowmasters that are turned down and dumped prior to the rear axle. so nothing left of the factory system to rattle LOL
