Car has had a water leak for a little while now. Wife would say the seat belt was wet and there would be water under the drivers floor mat. Mostly after a heavy rain.
It rained last night and this morning. We went out at lunchtime, had to take some stuff out of the back seat and she saw a small puddle next to the B pillar on the carpet. I looked and saw a slight trail of water on the plastic trim next to the seat belt.

I'm assuming its the roof rack mounts leaking...

A while back she did buy a bunch of those rubber inserts with the brass threads in them. I guess the next project is taking the roof racks off and replacing the mounting bolts and whatnot.

I recall reading on here something about removing and replacing the seam sealer under the rack mounts.

Correct. The factory sealer should be a dried out, cracked up mess by now. Clean it all out and replace with a high quality product.

Be prepared to find some rust in there. You may get lucky but be prepared.

See what Fred has to say about where it might be leaking. I remember he was having a similar issue.

The leak could be a couple of issues. Check the elbow at the firewall vent. Check for a clogged vent at the firewall.
I have leaks that get my belts wet, and have yet to find them. The water must run down the inside of the trim to get to the belts. One of my cars has the slider rail holes welded shut. I would look at the sides of the vista glass, or the rear vista glass support. If the leak is behind the support, it will flow out of the cargo bay handles. The leak could also be a clogged drain hole above the belt.

It's a Caprice so no Vista Roof glass. Fred are you talking about the hvac drain?

Hopefully no rust issues under there!

Unsure if we should take out the headliner while working on this?

The floor is probably the drain in some capacity.
I would start with removing the b pillar trim, and look for indicators of leaks at the seat belts.
