1996 Caprice Classic digital instrument cluster repairs: Who does them?

The instrument cluster has grown dimmer with each year... a bit like the driver.

I've seen ads offering rebuilds. Does anyone have a recommendation for someone who is actually competent to take on this job, do it properly, and stand by their work? I'm assuming this is a more complex issue (e.g., a failing component) and not just a "pull it and hose it with electronics cleaner"

Or, is a swap with a "bright" cluster the only option? I've seen dim clusters in a lot of these cars, so there does seem to be an inevitability to the problem that requires a solution other than a swap.
