Hi guys, I've got water accumulating in the space on the other side of of the screw hole indicate in the photo.

Water in rocker MFBLI2m

Is this space normally drained with factory holes?
If not, where should I drill holes so that water can drain?
Car is really solid & I'd like to keep it that way for many years to come.

Any advice / guidance here is greatly appreciated.

It should drain through factory holes. If there are none, you should drill a couple. Standing water anywhere in the car will cause rust, and eventually a hole. Drill any drain holes at the lowest point near/under the standing water. You should also look for where the water is coming from, and try to keep it out.
