Unusual Power Steering action- and noise Empty

I have my morning drive where I go about 6 miles
and pull into a McDonalds parking spot at 6 AM to have my coffee.

While sitting there I drink my coffee.
After about 4 minutes I go to leave and
when I turn the steering wheel to leave the parking spot
it suddenly tightens up and won't turn left or right.
At this time when off center there is a metallic sound
as if a metal pulley is rubbing against another metal surface.

Then it frees up and it drives normally.

This has happened 3 times in about 6 weeks.

This car has the damper and I think it must
be variable ratio.

I see nothing in the fluid.
I took out the reservoir fluid
about 3 months ago and put in new fluid
before this occurred.

My car has about 150L miles on it.
Some hoses were replaced but not
thinking any of the hard parts are replaced.

I am looking for ideas before
I take it to a shop and ask for the
"full treatment" from them.
