another electric fan question!

im doing the electric fan instalation on my wagon and im up to the part when i have to make a connection to the 10 amp fuse.my 10 amp fuse has 2 wires coming from it and i dont know if i should splice in to it or just cut it and run the wire from the fused side?also on the fan which side is positive?thanks
