Tail light/ blinker issue

When I turn my headlights on the right turn signal indicator on the dash stays lit. The passenger side tail lights are brighter than the drivers side and the amber blinker in the front stays off until I use the right blinker. The tail lights blink when the blinker is on.

I put in a new turn signal flasher recently. I switched it with the hazard flasher when I noticed this issue. It seemed to work then but next time I took the car out the problem was back. I replaced all my tail light bulbs with new ones, that didn't help. The hazard lights work.

What else should I be looking at? It's a 94 caprice.
